The first basis vector of the frame, l, is in direction of a priori baseline, (r_2 - r_1). Direction of the second vector, h, is defined by a cross product of a priori baseline vector and a priori geocentric vector of the 2nd station. The last basis vector, v, is perpendicular to the vectors l and h and is radially inward at the center of the baseline. For the short baselines, the vectors l and h are close to the horizontal plane and v is almost vertical (with opposite sign).
